General Plan

Overview

Kaysville’s General Plan is designed to guide the growth and development of our community, serving both current and future needs. Utah State law requires every city to maintain a general plan and dictates its contents, as well as the processes for its creation and amendment. The law allows the plan to be updated as often as necessary to respond to the changing needs of the community. (State Code 10-20-401 and State Code 10-20-403)

The Kaysville City Council adopted the 2022 General Plan in August 2022. Prior to its adoption, a lengthy public process took place, which included citizen committee recommendations, a community survey, public hearings, and careful consideration by the Kaysville Planning Commission and City Council. This plan represents a practical vision for the future, tailored to match the unique characteristics, values, and needs of our community.

In November 2022, the General Plan was amended to meet state requirements regarding moderate-income housing. It was amended again on December 18, 2025, to comply with state requirements for integrating water availability into land-use planning, resulting in the addition of Chapter 6: Kaysville Water Use and Preservation.
