Residential Properties to Be Removed from the CRAIn recent City Council meetings, as well as a February 12 town hall on the proposed City Center Community Reinvestment Area (CRA), residents have expressed a desire to adjust the CRA boundaries to exclude residential properties—particularly those along the south side of 200 N and west of I-15. The initial CRA proposal included existing commercial properties along 200 N from Flint Street to Main Street and along Main Street from 100 South to the Layton border. However, it also encompassed several residential properties within these corridors. A map of the proposed boundaries can be found on page 8 of the City Center CRA Project Area Plan. At the February 20 meeting, the City Council reviewed resident feedback and directed staff to remove residential properties that did not wish to be included. The revised CRA proposal will now be reworked and submitted to Davis County for approval before returning to the City Council for further consideration in a public meeting. Approval from all taxing entities—including Davis County, Davis School District, and Kaysville City—is required. The CRA does not alter zoning or increase property tax rates. Instead, it allows taxing entities to allocate a portion of their normal property tax revenue growth from properties within the CRA boundaries for 15 years. These funds can be reinvested in projects such as beautification and infrastructure improvements in Kaysville’s commercial core, particularly along Main Street, where some properties have seen little to no investment in decades. This effort aims to strengthen Kaysville’s sales tax base, which helps fund city services. Additionally, the CRA supports the vision outlined in the 2022 General Plan, which includes the guiding principle to “enrich our city center and downtown.” For more information about the CRA and RDA visit: https://www.kaysville.gov/437/Redevelopment-Agency.

200 North Reconstruction and Utilities Project UpdateTraffic patterns have been altered from Main Street to 300 East to accommodate a change in construction activities. All traffic has been shifted to the north side of 200 North as water lines are installed on the south side of the road. Main Street to Fairfield road has been reduced to two westbound travel lanes and one eastbound travel lane. The intersection of Fairfield Road and 200 North will remain open to all traffic movements. Train Horns and Quiet Zone Progress - Submit Comments Before March 17Salt Lake City (SLC), North Salt Lake (NSL), and Woods Cross (WX) staff were surprised to learn that an additional comment period has been added to Docket ID FRA-2024-0124, now ending on March 17, 2025. This docket pertains to the Salt Lake City waiver, which has now been combined with the North Salt Lake waiver. NOTE: To ensure your comment is considered and properly added to the docket, review the "Commenter’s Checklist" located below the "Write a Comment" heading at the top of the page. Secondary Water 2025 Water SeasonDAVIS AND WEBER COUNTIES CANAL COMPANY -- The current water year is not looking that good, but Winter is not over yet. We hope that the snowpack builds, and we’ll have a good runoff in the Spring to fill reservoirs. The February forecast is 67% of normal runoff with warmer and drier conditions over the next couple of months. As always, we ask that you plan to continue to use the secondary water wisely so that we can meet demands, and we can have sufficient water left in storage in the river system for next year. We continue to encourage efficient use of the water and conserve where possible. Please adjust your watering based on the weather, referencing the State website (http://www.conservewater.utah.gov/). We ask that you water no more than two times a week between April-June and September-October, and no more than 3 times a week in July and August (hotter months). We may have to go to more drought restrictions if conditions do not get better. If you’re interested in getting a rebate for smart controllers and other water efficient fixtures, see https://utahwatersavers.com/ . The State requires meters on all new secondary water services, and we are retrofitting thousands of existing services with meters (for more information, go to https://utahwatermetering.com/ ). We are also in the process of replacing older meter radios with a new type for efficient data collection. We are sending water use reports to those with meters in an effort to better educate the end user and better manage our limited water resources. We may delay filling the system depending on storms and water availability; often there is no need to water until May.

Spring Cleanup 2025 for Kaysville ResidentsSpring cleanup will begin on Monday, April 14. Items must be placed on the curb by 6:00 AM. Items will be collected throughout the week, but the cleanup crews will only visit each street once. Please have items bundled together, boxed or bagged. All items must be loadable by hand without the use of heavy equipment. Limbs and branches need to be cut in lengths of 5 feet or less, and MUST be tied together in tight bundles not to exceed 50 lbs. Tree limbs not tied in bundles will be rejected. Loose items such as leaves, weeds, grass and shrub trimmings need to be placed in bags or disposable containers. All refuse must weigh less than 50 lbs. Construction material, wood, sheetrock, concrete, sod, soil, rocks, highly volatile material, asbestos, hazardous waste, refrigerators, and lead products are not accepted.

Help Prevent Flooding by Keeping Storm Drains ClearKeeping neighborhood storm drains clear is essential for proper water drainage. Clogged drains can lead to localized flooding and contribute to water pollution. Residents can help prevent flooding by regularly clearing debris from storm grates and surrounding areas using basic tools such as gloves, a broom, a rake, and a trash bag. It’s also important to clear debris from gutters and sidewalks, including leaves and lawn clippings, as anything left on pavement can wash into storm drains when it rains. Important Reminder: Never remove a storm drain grate or attempt to clean inside the drain. If a storm drain appears to be blocked, contact Public Works, and they will send a crew to address the issue.

Fire Safety in Apartment BuildingsLarge apartment buildings are designed with fire safety in mind, equipped with fire alarm systems to detect smoke and warn residents of danger. These systems include smoke detectors that activate alarms and manual fire alarm boxes—red pull stations typically located near exit doors. In Case of Fire: -- Pull the fire alarm if you see smoke or fire. -- Leave immediately when the alarm sounds—never ignore it. -- Stay outside until authorities say it’s safe to return. Escape Tips: -- Know all exit routes in case one is blocked. -- Feel doors before opening—if hot, stay inside and call 9-1-1. -- If trapped, seal cracks, stay low, and signal for help. Kaysville Cemetery Cleanup Schedule ChangeThe monthly Kaysville Cemetery cleanup is moving from the last week of the month to the first consecutive Monday and Tuesday of each month. This change will take effect in April, meaning there will be no cleanup during the last week of March. Instead, the next cleanup will occur on April 7th and 8th. Posted signs at the cemetery entrances will be updated to reflect these changes. All items, except for faux flowers in permanent vases, will be removed and discarded.

New Rail Trail Trailhead Coming Soon to Flint StreetThe Flint Street and Webb Lane Rail Trail Trailhead project is being funded through RAMP (Recreation, Arts, Museum, and Parks) grants. As part of the project, curb and gutter improvements will also be completed along Flint Street from Webb Lane to Old Mill Lane. The new trailhead will include a parking lot with 14 spaces, including designated accessible parking. Additional features will include restrooms, benches, a bike rack with a repair station, and a picnic table. This project is expected to be completed by the end of June. .
