Dear Kaysville Residents,

We all love our hometown, Kaysville! As we look ahead to the future, we encourage everyone to take part in making our community stronger. One of the best ways to do this is by supporting our local businesses—shop local and invest in the heart of our city!

Investing in Infrastructure: Road and Development Projects

A thriving community depends on strong infrastructure, and Kaysville is actively working to improve roads, utilities, and new developments. Several road projects are currently underway to enhance safety, reduce congestion, and improve the quality of our streets. These include:

- Road Resurfacing & Repairs – Scheduled improvements throughout the city to address wear and tear.
- Traffic Flow Enhancements – Signal timing adjustments and intersection upgrades to improve efficiency.
- New Developments – Thoughtful growth through commercial and residential projects that align with Kaysville’s long-term vision.

Join Us for the Kaysville City Center CRA Open House

Curious about the proposed Kaysville City Center Reinvestment Area (CRA)? Come to our Open House on Wednesday, February 12, 2025, from 6:00 PM to 8:00 PM at Kaysville City Hall (23 East Center Street). CRA Open House Meeting

The 200 North Reconstruction and Utilities Project is Underway

Traffic has been shifted on 200 North to accommodate construction activities. Traffic lanes on 200 North, from Main Street to Fairfield Road, has been reduced to two westbound travel lanes on the north side of the road and one eastbound travel lane on the south side of the road. Traffic lanes in the center of the roadway are closed. This closure is anticipated to occur until early March 2025. There will be no parking on the shoulders of 200 North in the construction zone during this work. 

PROJECT OVERVIEW
The 200 North Reconstruction and Utilities Project will enhance the roadway from the intersection of Main Street, east to the Fruit Heights border (Country Lane). Improvements along the corridor include replacing old drinking water (culinary) lines, replacing sewer lines, replacing and installing storm drains, installing sidewalks in areas where they do not exist, replacing damaged concrete, and repaving the roadway.

WHAT TO EXPECT DURING CONSTRUCTION:
-    Temporary water and sewer interruptions
-    Temporary on-street parking restrictions and driveway access interruptions
-    Temporary road closures, lane restrictions, and detours
-    Increased noise, vibrations, and dust
-    Residents will be notified at least 24 hours prior to any service or driveway interruptions
-    Traffic lanes in each direction will be maintained throughout the project, except during paving operations

200 North Reconstruction and Utilities Project - January Update

Please note that traffic patterns may change as work progresses.

Main Street & Mutton Hollow Road Traffic Light Construction

Starting as early as January 27, 2025, Kaysville City will begin construction at the intersection of Main St. and Mutton Hollow for road widening and traffic light installation. This project will enhance the intersection and improve safety for all users. Project completion is expected by fall 2025.

WHAT TO EXPECT DURING CONSTRUCTION:
-- Traffic Impacts: Two lanes of traffic will remain open throughout the project (one lane in each direction). Traffic will be shifted depending on where crews are actively working.
-- Temporary Closures: Short-term closures will occur only during paving operations. Advance notice will be provided and detour routes will be marked to minimize inconvenience.
-- Working Times: Construction will occur Monday through Friday during daylight hours.
-- Access: Will be maintained to businesses and residences. In cases of unavoidable interruptions, affected parties will receive notification at least 24 hours in advance.
-- Potential Disruptions: Increased noise, vibrations, and dust.

Mutton Hollow and Main Traffic Light Construction
Flint Street and Webb Rail Trail Trailhead Project

New Rail Trail Trailhead Coming Soon to Flint Street

The Flint Street and Webb Lane Rail Trail Trailhead project is being funded through RAMP (Recreation, Arts, Museum, and Parks) grants. As part of the project, curb and gutter improvements will also be completed along Flint Street from Webb Lane to Old Mill Lane.

The new trailhead will include a parking lot with 14 spaces, including designated accessible parking. Additional features will include restrooms, benches, a bike rack with a repair station, and a picnic table.

This project is expected to be completed by the end of June.

Angel Street Soccer Complex

Playground Upgrades Coming to Angel Street Park

The playground at Angel Street Park and Soccer Complex (150 South Angel Street) is being replaced with new equipment. Due to age and heavy use, the existing playground had reached the end of its useful life, and replacement parts were no longer available.

Installation is already underway, and the new playground is expected to be ready for use by the end of March. We appreciate the community’s patience during this transition and look forward to seeing families enjoy the upgraded space soon!

Support the Davis High Military Memorial Wall

Davis High School is raising money to create a permanent Military Memorial Wall to honor alumni who have served in the military since 1914. Each name will be engraved, with a groundbreaking ceremony planned for May.

Kaysville Police Officers Assist with 2025 Presidential Inauguration

Six officers from the Kaysville Police Department (KPD) were invited to Washington, D.C., to assist with the 2025 Presidential Inauguration. The KPD, along with other law enforcement agencies from Davis County and the State of Utah, was selected to support security efforts for this historic event on January 20.

The inauguration brings together agencies from across the country to ensure the safety and smooth operation of one of the nation's most significant ceremonies. Being chosen to participate is both an honor and a testament to the professionalism and dedication of KPD officers.

We extend our support and appreciation to these officers for having represented Kaysville on a national stage.

Firefighter of the Year Award to Mitch Probert

Kaysville Firefighter of the Year Award Presented to Mitch Probert

At the recent Kaysville City Council meeting, Fire Chief Paul Erickson had the honor of presenting the Firefighter of the Year Award to Firefighter Paramedic Mitch Probert. In his remarks, Chief Erickson praised Probert’s exceptional dedication, leadership, and unwavering commitment to assisting others—qualities that set him apart within the department.

 “Mitch embodies the willingness to step in and help wherever he’s needed,” Erickson said. “He’s always proactive, goes the extra mile for his crew, and continuously seeks ways to improve and grow in his profession.”

Mitch Probert, who graduated from the department’s paramedic program in December of the previous year, serves as both a firefighter and a department fitness trainer. His efforts in supporting his fellow firefighters, taking on additional responsibilities, and maintaining a positive attitude were key factors in his selection for this recognition.

Upon receiving the award, Probert took a moment to express his appreciation, thanking Chief Erickson, his captains, and his crew for their support. He also acknowledged his wife and children for their encouragement and patience, recognizing the sacrifices that come with his demanding role.

The Firefighter of the Year Award is a prestigious honor given to a firefighter who exemplifies excellence, teamwork, and dedication to the department and the community. Kaysville City congratulates Mitch Probert on this well-deserved recognition and thanks him for his outstanding service.

Kaysville Youth City Council Visits the Capitol

On January 22, members of the Kaysville Youth City Council attended the Utah League of Cities and Towns (ULCT) Local Officials Day at the Capitol. This annual event provides youth councils from across the state with the opportunity to engage with local legislators, learn about the legislative process, tour the State Capitol, and participate in mock floor debates.

We appreciate the chance to connect with our leaders and gain valuable insights into how our government operates. Experiences like these help inspire the next generation of civic leaders and foster a deeper understanding of public service.

Thank you to the ULCT for hosting this event and to our local legislators for taking the time to meet with our youth council!

Dan Jessop Remembrance

Remembering Dan Jessop: A Legacy of Service and Friendship

We want to express our deepest condolences to the family and friends of Dan Jessop following his recent passing. Dan served the Kaysville community for 32 years, including 5 years as a Maintenance Worker with Public Works, 22 years as a Building Inspector, and 5 years as Zoning Administrator in Community Development. Dan was a friend to all, always willing to lend a listening ear and a helping hand. He made a big impact to the community.

Dan had just retired in 2024, enjoying his well-deserved retirement while leaving behind a lasting legacy of dedication to serving Kaysville. We are all in shock at the news of his passing, and we will miss his jovial presence. Our thoughts and heartfelt condolences are with his family, friends, and all who had the honor of knowing him. He will be greatly missed.

Railroad Crossing Update

Update on Train Horns and Quiet Zone Progress

Efforts to reinstate the 49-mile quiet zone from Ogden to Salt Lake City are ongoing. Currently, two railroad crossings remain non-compliant—Main Street in North Salt Lake (NSL) and 1000 West in Salt Lake City (SLC). Both cities are working to resolve these issues and expedite the reinstatement of the Woods Cross quiet zone.

At the request of the Federal Railroad Administration (FRA), NSL and SLC jointly filed a waiver application in December. The waiver seeks to reinstate the quiet zone while requiring train horns only at the two non-compliant crossings instead of every crossing from Ogden to Salt Lake City.

Although both cities have allocated funds for the necessary improvements, Union Pacific mandates that only its authorized contractors perform work on railroad infrastructure. Construction plans have been submitted for approval, but Union Pacific estimates it may take 18–24 months for approval and completion.

Recognizing the disruption caused by train horns, the City is actively working with Woods Cross and state representatives to explore solutions that could expedite relief. Safety remains a priority, as highlighted by the December 28, 2024, accident in which a Brightline train struck a firetruck at a closed crossing, injuring multiple firefighters and civilians.

Clover Club Foods Exhibit: A Journey Through Local History

The Clover Club Foods Company display at the Kaysville-Fruit Heights Museum is open for viewing through February 2025. The exhibit, located in Kaysville City Hall (23 East Center Street), is available during city business hours. It features a detailed timeline of the company, along with memorabilia and artwork for visitors to explore. A one-page timeline will also be available as a souvenir.

Given that many current residents have worked at the Kaysville factory or for the company, interactive components will be offered at various times throughout the exhibit period.

UTA Five-Year Plan

UTA Transit Improvements for Kaysville

At a recent Kaysville City Council meeting, Beth Holbrook, UTA Trustee, provided updates on upcoming transit service improvements aimed at enhancing connectivity and increasing service frequency.

UTA will adjust major routes, including the 470 (scheduled for 2025) and 455 (scheduled for 2026), to better serve high-demand areas. Kaysville will see the addition of Route 600, with one or two new stops expected. A key project is the Davis-Salt Lake Community Connector (470X), a bus rapid transit (BRT) system offering 15-minute service from Farmington to Salt Lake City. 

Looking ahead to 2028, UTA plans to expand east-west routes, increase service in northern Davis County, and establish a multi-modal hub in Farmington. UTA collaborates with cities to determine transit stop locations based on growth and commuter needs.

Utility Bill

Utility Equal Pay Updates in January

January is the month when all Equal Pay amounts are updated. Due to the hot summer of 2024 and rate increases, most residents will see an increase in their Equal Pay amount.

If you use bank bill pay, please update your payment to reflect the new amount. For those enrolled in autopay or direct pay, the adjustment will happen automatically unless a payment limit has been set.

Recycling Utility Bill

Green Waste Charge Now Listed Separately on Utility Statements

We have made a change to utility statements to better reflect service charges. Previously, fees for both blue (recycling) and green (green waste) cans were listed under recycling. Moving forward, green waste charges will be listed separately.

We encourage customers to review their statements to ensure they are being charged correctly. If you have any questions or need clarification, please contact the Utility Department at 801-546-1235. Our team is here to help resolve any issues.

Business Supporting Business in Kaysville

Kaysville business owners are invited to attend our Business Supporting Business meetings held the 2nd Tuesday of every month (unless otherwise noted) at the Business Resource Center at Davis Tech located at 450 Simmons Way, Kaysville, Utah. These meetings give an opportunity for local business owners to meet other business owners in our city, and to find out what resources are out there for their business. Meetings begin at 8:00 AM and are an hour long. 

Our next meeting will be held on Tuesday, February 11, 2025 at 8:00 am.

Cemetery Cleanup

The Kaysville Cemetery cleanup will happen the week of February 24th. Please remove any decorations you wish to keep before this date. Afterward, all remaining decorations and items will be removed, with the exception of faux flowers placed in permanent vases.

Free Tax Preparation Assistance Through VITA

A Volunteer Income Tax Assistance (VITA) program is now available, offering free tax return preparation for qualified individuals. IRS-certified volunteers will prepare and electronically file tax returns during the general tax season. They can prepare returns for income limits up to $75,000, Schedule C (small Businesses), and stock transactions.

Winter Parking

Winter Parking Ordinance in Effect

It’s that time of year again, cold weather, smog, space heaters and winter parking restrictions. From November 1st – March 1st, between 12:00 a.m. – 6:00 a.m., vehicles are not allowed to park on city streets (City Code 6-2b-4(8)). Please make sure your vehicles are off the roadways to allow plows to safely clear the roads.  We are certain you won’t want to receive a Christmas card from the Kaysville Police Department this year. We will be issuing citations whether it snows or not.  Thank you for helping us with this matter.
