Power & Solar Rate Restructure
The Kaysville City Power Commission has recommended a Power and Solar rate restructure. After community involvement, research and discussion, a Solar Rate Restructure was agreed upon and passed by the City Council.

Residential Rate Design – Schedule A Proposal (until AMI is available)
Tier 1 Rate (0-1,000 kwh): $0.08613
Tier 2 Rate: (all over 1,000 kwh): $0.09717
Customer Charge: $9.00
$3.37/month impact (or 4%) on a typical customer
Solar Credit $0.06608 (for future customers)
$3.93/month decrease (or 5%) in solar credits versus today’s solar rate design. The Power Board recommends no changes for current customers until 2033.
- How does the city power department evaluate the efficiency and expense levels of its fixed cost structure?
- Are impact fees assessed to developers to cover the cost of distribution lines to previously undeveloped areas of the city or are these expenses borne by all electrical users?
- Does increased demand as result of population growth result in higher power rates to the city for consuming incrementally more power?
- Is there a point at which it becomes economically more feasible to turn the distribution of power over to Rocky Mountain Power to achieve greater efficiency on a larger scale?
- Wouldn’t it be better to rely on the resources of a major power company like Rocky Mountain than to rely on the city’s limited resources?
